The Montgomery County District Attorney’s office will not file criminal charges in connection with three heat-related deaths. 62-year-old Jerry Snavely and 53-year-old John Malkasian were found dead on July 9 inside Snavely’s apartment on Pearl Street in Norristown, and 56-year-old John Snyder was found three days later inside his Pennsburg apartment. Both apartments had closed windows and no working fan or air conditioning. All three men had paranoid schizophrenia and were receiving treatment through county behavioral health programs. District Attorney Risa Ferman says the deaths are very sad, but the men were living independently, providing for themselves and not dependent on others, so there was no criminal liability. The Pennsylvania Department of Public Welfare, which funds county behavioral health programs, is also reviewing the deaths.
