Long-time Montgomery County Detective Chief Oscar Vance is retiring next month. He steps down on January 17 after 30 years as chief and more than 48 years in law enforcement. His successor will be former Deputy Chief County Detective Edmund Justice. He had prior experience in the Horsham and Hatfield Township Police Departments, rising to the rank of sergeant with Hatfield, and for the last five years he has owned and operated Justice Investigations in Harleysville. He has a master’s degree in criminal justice, and he is known throughout the region as a skilled polygraph examiner.
