PA Trooper Killed In Wrong-Way Crash Was Drunk

DDAuthorities say an off-duty state trooper killed early Wednesday in a crash on the Schuylkill Expressway was highly intoxicated. Pennsylvania State Police say 48-year-old Corporal John Quigg of Wyndmoor, in Montgomery County, had a blood alcohol level of 0.27, which is more than three times the legal limit for driving.  He was heading in the wrong direction near the Spring Garden Interchange in Philadelphia when he collided with a car driven by 23-year-old Chantelle Harper of Philadelphia.  She is hospitalized with several broken bones.  She is a recent Rosemont College graduate, and friends say she has been accepted to law school.  Quigg had another drunken driving incident last December on a Montgomery County highway.  He was charged with D-U-I, careless driving and an open container violation after losing control and hitting a guardrail on Route 422 in Upper Merion.  A trooper found him slumped over in the driver’s seat with an open bottle of vodka nearby.  His lawyer said recently that he had been under treatment for a drinking problem.
