A Former Montgomery County travel agent has admitted bilking more than three dozen people out of nearly $170,000. 67-year-old Frances Balshan of Abington pleaded guilty to felony charges of deceptive business practices. Prosecutors say she contracted three years ago with the Saint Louis Zoo to book an African safari for a Missouri group, and then used the money to pay personal bills. Her lawyer plans to apply to the county’s mental health court to get her help with her illness. The Missouri residents went on their safari after a friend of the zoo paid for the trip.
