Borough Council has defined 24 offenses that could result in people being fined $600 and barred from entering local parks. The changes in parks and recreation rules come in response to escalating vandalism. In the last year people have tried to break up pavilions and set picnic tables on fire. Quakertown officials still have to put the new rules into a policy that spells out who has the authority to bar people from parks, be it the police chief, Magisterial District Judge or someone else.
