Four men are accused of conspiring to smuggle drugs into the Bucks County Prison in Doylestown Township. They are 30-year-old Michael Taurino of Philadelphia, 22-year-old Jesse Conklin of Lower Southampton, 24-year-old Ryan Stephenson of Nockamixon and 33-year-old Charles Shaffer of Sellersville. The scheme involved putting small strips of a strong drug known as Suboxone under large postage stamps on letters mailed to inmates. Taurino was a former prisoner on the outside and the other three were still on the inside during the alleged scheme, which worked from August until October 11, when a letter was returned as undeliverable. All incoming mail is opened, and when prison officials looked in the envelope they found a letter from Conklin complaining about the price of the drugs. Authorities say Taurino and Shaffer cooked up the scheme, and the other two men accepted the drugs.
