Ex Bucks Co Judge Admits Ticket Fixing In Phila

A former Bucks County district judge has admitted fixing tickets while working as a senior judge in Philadelphia Traffic Court.

75-year-old Warren Hogeland of Richboro pleaded guilty to mail fraud and conspiracy Tuesday in federal court in Philadelphia.

He was a Northampton Township district judge until he retired in 2006 and took the part-time position in the city, and prior to that he was a Northampton Township police officer for 28 years.

He is one of twelve defendants charged in a wide-reaching scheme that involved giving preferential treatment to the well-connected in traffic cases.

Federal prosecutors say they dismissed tickets for defendants, found them not guilty or reduced the charges and fines, cheating the city and state out of money and allowing unsafe drivers to remain on the roads.
