Madonna: Corbett Got What He Wanted In Budget

GovernorCorbettFranklin and Marshall College Center for Politics and Public Affairs Director Terry Madonna Says Pennsylvania Governor Tom Corbett (pictured here) got what he wanted in his budget and kept his “no new taxes” pledge. He says the governor also got two of his big legislative goals, but two others never came up for a vote.

“He didn’t sell the liquor stores, but I don’t think that was a huge priority.  The second was school choice.  He did not get that, but two other things the governor wanted and got.  One was lawsuit abuse reform, and the other was the back-end referendum.”

The back-end referendum requires school boards to get voter approval on budgets that raise taxes by more than the inflation rate.  It has been on the books since 2006, but it had 13 exceptions.  Doctor Madonna says Corbett got ten exceptions eliminated, leaving special education costs, payments into the state pension plan and payments on construction debt as the only exceptions still allowed.  He appeared Tuesday on the WNPV talk program “Comment Please by Univest.”
