There was standing room only Thursday night as the North Penn School Board took final action on a budget for the next school year. The 200-million dollar spending plan holds the line on property taxes without cutting any district programs. It also demotes 36 teachers to parttime status and includes layoffs for 13 support staff workers because their unions have not accepted a six month pay freeze the school board requested to help balance the budget. The demotions affect teachers at the high school, the three middle schools and the Northbridge school.
