Lansdale officials have received the assessment of borough operations they commissioned last January after the firing of former Borough Manager Lee Mangan.   The 21-page report took a look at every department in Borough Hall and put the spotlight on operational weakness while making recommendations for improvement.   Borough Manager Timi Kirchner says among other things, the assessment found the need for sharper communication skills at Borough Hall.   She worked for the consultant that produced the assessment until she was appointed Borough Manager in June.   The report cost $35,000.
