The former chairman of the Republican Party in Montgomery County will be tried on rape charges. 66-year-old Robert Kerns was in court yesterday and stared straight ahead as the victim took the stand for almost 45-minutes describing how Kerns allegedly sexually assaulted her. County officials also say they will not need to take out a tax revenue anticipation note to meet payroll during the first part of 2014.
