Norristown’s revitalization is taking another step forward with plans for a dozen new townhouses along DeKalb Street near East Elm. A combination of federal, state, county and private money will pay for them.  They will be priced affordably for people who might not otherwise be able to buy a home, and they will be designed to fit in with the old Victorian mansions that still stand in the neighborhood.
