Pigeon Shoot Not Illegal

He says there’s no question that Pennsylvania law allows hunters to shoot pigeons.  The club has held pigeon shoots for more than 100 years at a secluded site along State Road between the river and a heavily wooded area, and its visitors in the past have included Buffalo Bill Cody and Annie Oakley.
