Suppression Sought In Child-Killing Case

Souderton_GardenA Souderton man accused of raping and killing a nine-year-old girl is asking a Montgomery County judge to suppress statements he made to police. In court documents, 24-year-old James Troutman’s lawyer says his statements may have been tainted by circumstances surrounding the investigation, suggesting that his Constitutional rights to be represented by a lawyer and protection against self-incrimination may have been violated.  Troutman is charged with first and second degree murder, kidnapping and rape of a child in the death of Skyler Kauffman.  She was abducted earlier this year after playing with friends in a parking lot outside the Souderton Gardens Apartments where she lived with her mother and grandmother, at Second and Chestnut Streets.  Troutman lived in the same complex.  He told police he choked the victim and hit her head against a concrete floor.  The case goes to trial in January, and District Attorney Risa Ferman has said she will seek the death penalty if he is convicted of first degree murder.  Defense attorney William Penglase says mental health will be an issue in the case.
