Accused Child Killer’s Lawyer Wants More Information From Prosecutors

Souderton_GardenA Souderton man accused of raping and killing a nine-year-old girl is asking a Montgomery County judge to order prosecutors to hand over more information on the charges against him. 24-year-old James Troutman’s lawyer says he asked for the information in July, and prosecutors finally sent him a letter September 14 refusing to turn it over.  Attorney Craig Penglase says he needs detailed information about witnesses and evidence to prepare a defense, but prosecutors say they have given him everything required by the Pennsylvania Rules of Criminal Procedure.  Troutman is charged with first and second degree murder, kidnapping and rape of a child in the death of Skyler Kauffman.  She was abducted earlier this year after playing with friends in a parking lot outside the Souderton Gardens Apartments where she lived with her mother and grandmother, at Second and Chestnut Streets.  Troutman lived in the same complex.  He told police he choked the victim and hit her head against a concrete floor.  The case goes to trial in January, and District Attorney Risa Ferman has said she will seek the death penalty if he is convicted of first degree murder.  Penglase says mental health will be an issue in the case.
