Franconia Doc Faces Drug, Fraud Charges

A Franconia physician is accused of prescribing Oxycodone and other painkillers for anyone who wanted them. 76-year-old Doctor Richard Ruth, who lives on Godshall Road and had a medical practice on Cherry Lane, is charged with prescription fraud, insurance fraud and other offenses.  Court documents say he preyed on young people between the ages of 20 and 30 who were already addicted, and had a revolving door of drug-dependent patients obtaining prescriptions for their dependency.  Montgomery County District Attorney Risa Ferman says detectives who raided his office in late august saw intoxicated patients stumble in asking for drugs, apparently with no idea of what was going on.  She says, “All they needed to do was bring cash and they would get a prescription for one of the most powerful narcotics known to man.”  Investigators say his office, in the basement of a converted home, did not look like a professional medical practice.  It was dank and cluttered, with a sign scrawled on the door telling patients they had to pay up front with cash.  His 43-year-old son Michael of East Rockhill, who worked as his assistant, also faces criminal charges.
