Montco Man Accused In Upskirt Picture Incidents

Kornwell_ChanA Montgomery County man is accused of taking pictures under women’s skirts at the King of Prussia Mall. 37-year-old Kornwell Chan (pictured here) of Dresher is charged with invasion of privacy and other offenses.

Upper Merion Township Police say the first alleged incident happened in September of last year when a security guard at JC Penney’s saw him doing it.  He got away at the time, but police put out a flyer with his image on it.  Then on Mother’s Day a security guard at Lord and Taylor saw a man who resembled the one on the flyer.  Police found him at the mall carrying a bag with a hidden camera inside pointed upward.

Police say the video showed Chan following a woman and continuously placing the camera under her skirt, showing her underwear.  He was out on bail at the time, awaiting trial for allegedly breaking into the home of a Springfield Township woman in January and stealing her bras and panties.  He had met her while they were waiting for trains at SEPTA’s Oreland Station, but she tried to avoid him after their conversations became too personal.
