Man Accused In Upskirt Picture Incidents Gets Higher Bail

Kornwell_ChanA man accused of taking pictures under women’s skirts at the King of Prussia Mall has had his bail increased. 37-year-old Kornwell Chan (pictured here) of Dresher is charged with invasion of privacy and other offenses for the latest incident.

Upper Merion Township Police say the first one happened in September of last year when a security guard at JC Penney’s saw him doing it.  He got away, but a flyer police put out at the time led to his arrest on Mother’s Day, when a security guard at Lord and Taylor saw a man who resembled the one on the flyer.  Police found him at the mall carrying a bag with a hidden camera pointed upward.

Police say the video showed Chan following a woman and taking pictures under her skirt, showing her underwear.  He was out on bail at the time, awaiting trial for allegedly breaking into the home of a Springfield Township woman in January and stealing her bras and panties.

Montgomery County Judge Garrett Page raised his bail from $100,000 to $250,000 for that case.  His parents took out a second mortgage on their house to put up his bail for that, and combined with $500,000 for the latest incident, his lawyer says they cannot afford to bail him out again.
