A man who was found dead Monday on the banks of the Schuylkill River in Norristown has been identified as Carlos Enrique Velasco, a Guatemalan immigrant in his late 20’s who lived on Corson Street In Norristown.

Police Chief Russell Bono says he became very drunk while drinking with friends on Saturday night near Haws Avenue and the river, and they left him there to sleep it off.  There were no signs of foul play.
