A Delaware Valley Regional Planning Commission report coming out in January will probably recommend tolls on Route 422, and the most likely rate is eleven cents per mile. Regional planners generally support the tolling plan, but local officials have given it mixed reviews. Some support it while others oppose it. The collection method is already clear. The highway will not get toll booths. Overhead transponders would record E-ZPass tolls, while other motorists would be billed through surveillance camera pictures of their license plates. Revenue raised through the tolls would pay for highway improvements that can be done in ten years, as opposed to waiting 30 years for other funding sources. Proceeds would also pay for extending SEPTA’S R-6 Norristown Regional Rail service to the reading area, reducing traffic congestion on Route 422. Before the tolling plan becomes reality, state lawmakers and the Montgomery, Berks and Chester County Commissioners have to approve it.
