The Cut, Cap and Balance Act calls for cutting spending by $111 billion, capping the amount the government can spend each year and requiring a balanced budget. Gerlach says he doesn’t understand why President Obama and Senate Democratic Leader Harry Reid can’t see the light and go along with it.
